It's required to get through the main story of the game, and essential if you need to get money and resources to upgrade the Jackdaw. But you can't just sail into battle, cannons blazing. As it stands, Assassin's Creed IV: Black Flag could have done without the title of IV and instead been a side game like Liberation, since that's how it feels.
