According to the EULA (End-User License Agreement), the publisher has to post the system requirements at latest 2 weeks before the release of the game. In our case, since GTA 5 PC is coming January 27th, Rockstar is obligated to post the System requirements by January 13th.

2K and Turtle Rock are now emailing select PS4 users to join a special stress test for Evolve that is set to take place January 11, 2015 at 12pm pst/3pm est. It will run for 24 hours and Turtle Rock really wants as many gamers as possible to login around 2pm pst/5pm est to put the screws to the servers so they can get things ready for the longer closed beta that follows on the 17th.
