She can be found on the 3rd floor of the medical deck. You need to show her all 10 photos. Each time you show her a photo she will go to sleep, so you need to leave motherbase and come back or smoke a phantom cigar (phantom cigar doesn't always advance enough time). Once she has seen all 10, the 11th photo will appear outside her room.
