Developer Spotlight: Rockstar Games and the Case for Innovating DLC

To begin 2015 with an eye for the creative forces at work in video gaming, I'm taking a critical look at a company I expected a lot more from in 2014. While it'll remain a favorite and other Developer Spotlight pieces wonÄ‚Ë€â„Ët skew so negatively, I think the creators of Grand Theft Auto V have a loaded year ahead.
As one of the biggest and best-known game developers in the world, Rockstar Games have maintained their name by pushing the envelope in strange, unexpected, and often wildly hilarious directions. The transportive parody of Grand Theft Auto IVÄ‚Ë€â„Ës Liberty City and the all-encompassing culture trap that is Grand Theft Auto VÄ‚Ë€â„Ës Los Santos stretch well beyond what IÄ‚Ë€â„Ëd expect of video gaming. ItÄ‚Ë€â„Ës to the point that less than desirable interactivity throughout these worlds means little in light of how entertaining it is to drive by at high speeds, music blasting, terror spreading out like a wake.
In fact, I looked to Grand Theft Auto V both in 2013 at launch and in 2014 (up to and including the new-generation console releases) for a lot of quick, digestible, and largely brainless entertainment. Fiddling with the radio, playing story missions over, and discovering hidden goodies throughout the map allowed me to feel like I was getting out of the house even when I wasnÄ‚Ë€â„Ët or when I had gopher-ed my way so far indoors that it was preferable to take a virtual exotic out for a spin than drive my own car to the market. In the summer, I gave up my vehicular transport for the second time in my life and later, in the fall, embraced GTA VÄ‚Ë€â„Ës new first-person driving.
Irregardless of how amazing I think Rockstar Games is or how entranced I am by the simulation theyÄ‚Ë€â„Ëve most recently delayed on the PC platform, IÄ‚Ë€â„Ëm disappointed by the lack of dedicated DLC.
IÄ‚Ë€â„Ëll cut myself off here and state that the team has never stopped churning out new missions, options, creator suites, and clothing items for GTA Online, but thatÄ‚Ë€â„Ës not exactly the same thing, is it? We love the written works of many gaming studios, but none of them manage to incite both hatred and sentimentality like Rockstar. A decisively strange turn for Trevor about halfway through GTA V provides the clearest example of this and manages to do it in a way movies, music, books, and TV canÄ‚Ë€â„Ët.
If youÄ‚Ë€â„Ëre like me, you may have actually started swerving off the road in laughter as TrevorÄ‚Ë€â„Ës tearful sunset cruise took shape around the player. You could have wanted to slug Jimmy just as hard as Michael smashes the kidÄ‚Ë€â„Ës TV and you probably loved bumping up and down Los SantosÄ‚Ë€â„Ës meanest streets with Chop riding shotgun. I donÄ‚Ë€â„Ët want to completely tear the developer downhellip; this is a spotlight after all. Instead, IÄ‚Ë€â„Ëll give my best effort at suggesting how and why Grand Theft Auto VÄ‚Ë€â„Ës single-player and multiplayer should expand for the better in 2015.
With these three despicable leaders of violence, criminality, and destruction, weÄ‚Ë€â„Ëre left wondering one thing:
WhenÄ‚Ë€â„Ës the story DLC going to arrive?
Trevor
While switching between three protagonists not only increased the speed and overall "readability" of the GTA V experience, dedicated scenes like the one I described above made the characters leap out of the television screen. Here are five things I want Trevor to do in downloadable content that he canÄ‚Ë€â„Ët do in the main game.
1) Gardening, cooking, or dating
Sure, you can get Trevor to leave a strip club with a fancy, if not under-priced lady of the night, but it wouldnÄ‚Ë€â„Ët go over well if he took her back to FloydÄ‚Ë€â„Ës or the meth factory near the Sonora desert. Trevor needs a few new mini games that donÄ‚Ë€â„Ët involve making it rain near the stage or causing massive violence in rampages. A gardening game would balance against MichaelÄ‚Ë€â„Ës meditation and a cooking game could get Trevor to meet a few new friends or have his personal Strangers & Freaks over for an odd game of guess-what-or-who-I-put-in-dinner. Lacing recipes with a few items from TrevorÄ‚Ë€â„Ës stash would certainly result in hilarious dialogue and increasing the overall social experience for these characters in GTA V would go a long way in allowing the player to live in such foreign and dislikable skin.
2) What to wear, what not to wear
Trevor is one of the only characters in Grand Theft AutoÄ‚Ë€â„Ës canon that could get away with a goofy fashion show, though both he and the player may want to take a turn for the absurd and end these events with a crash, a bang, or outright nudity to the chagrin of the LS elite.
3) Experimentation
I want to see Trevor open up his own auto-shop, clothing store, food stand, hot dog cart, Santa Monica pier alternative made out of bathtubs and broken shopping carts, or just a condominium complex in need of drastic management. Let Trevor fix up haphazard NPC vehicles and then give him the sandbox environment for testing these creations. Let him mod cars in ways that normally wouldnÄ‚Ë€â„Ët be allowed with lifted lowriders, hydraulics, and rocket boosters for extreme air. Let him compete with a local in off-the-wall businesses. Maybe that food stand will provide a Diner Dash-style distraction with loads of hilarious dialogue. If he is doing menial chores, he and the player could have a sing-along.
4) Clean up TrevorÄ‚Ë€â„Ës act
Give players control of another character who needs to interact with Trevor to a greater extent than even human rights regulations would allow. What if you had to play the stripper who manages to quit her job, go back to school, and stomp on TrevorÄ‚Ë€â„Ës balls hard enough to get him to behave? IÄ‚Ë€â„Ëd like to see dialog gameplay akin to Mass Effect or Dragon Age where players have to dig into TrevorÄ‚Ë€â„Ës psyche only to come back as dirty as Wade, fresh from latrine duties at the dockyard. These gameplay loops may not play to GTA VÄ‚Ë€â„Ës apparent mechanical strengths, but DLC should refocus the player into new aspects of the titleÄ‚Ë€â„Ës virtual life. Doing so through dialogue will only bring out more to love about lead and periphery characters.
5) New sporting events
Organized off-road rallies, stadium demolition derbies, rodeos, hillbilly golf, Jackass-style stunts, waterskiing, and other extreme hobbies would enable Trevor to leap out of redneck backwoods obscurity and into front page downtown Los Santos highlife. These gameplay loops may be difficult to achieve, but each would lend a new layer of believability and dynamic mechanical alternatives to whatÄ‚Ë€â„Ës currently on offer in Grand Theft Auto V.

Michael
Four-player cooperative family activities
I donÄ‚Ë€â„Ët have a full bulleted list for DLC involving Michael as I do with Trevor. Unfortunately, his character doesnÄ‚Ë€â„Ët hinge upon the rampant destruction or absurdity as TrevorÄ‚Ë€â„Ës does, though mixing the two in anything outlined above could have a wild effect on both gameplay and the playerÄ‚Ë€â„Ës understanding of this strained relationship. Still, MichaelÄ‚Ë€â„Ës reconnection with his family says a lot about RockstarÄ‚Ë€â„Ës ability to pen believable characters. I want to see all four pile into a minivan and take cross-country road trips, go camping and hunting, or just head to a movie downtown.
ThereÄ‚Ë€â„Ës certainly a likelihood that players will find MichaelÄ‚Ë€â„Ës family a little dull, but that shouldnÄ‚Ë€â„Ët keep four-player groups from having a good time with a few awkward game mechanics or interesting new ways to interact that donÄ‚Ë€â„Ët involve outright stabbing, shooting, maiming, and bludgeoning each other. Michael and Jimmy could certainly develop new hobbies like beach volleyball, the family could have synchronized jetski jumping competitions, play arcade games at the Del Perro pier, or simply hit the town together in style.
Getting player groups together through this particular DLC could present entertaining new ways of interacting with your party leading up to an online job. While a lobby-waiting system was implemented, itÄ‚Ë€â„Ës not obvious enough for easy use and joining new games remains difficult and obscure. In light of all the rampant, free-form gameplay that people love in GTA V, establishing a new lobby system needs to take either a creative or absurd turn to maintain GTA OnlineÄ‚Ë€â„Ës success.
What if, rather than jumping directly to online as you do from the loading screen, purchasers of Michael-specific downloadable content could jump into their favorite member of the family in a specially designed beat-'em-up or racing mini-game. Tearing around the golf course in a cart with Jimmy while your buddy, who happened to start the lobby, takes the lead in a launch over the sand trap as Michael would prove an absurdist means of connecting with friends. Jeering dialogue between family members could also pay off in a big way.
Adding context to the more boring or unintuitive elements of GTA Online will keep players engaged on a deeper and more evocative level, bringing new connections between whoeverÄ‚Ë€â„Ës holding the controller and the face-tattooed freak theyÄ‚Ë€â„Ëve created in the game world. MichaelÄ‚Ë€â„Ës relatively strong resolution in the single-player campaign means he, Tracy, Jimmy, and his wife Amanda can take the off-the-wall option and break as many fourth walls as possible.
Having Michael lead players through upcoming Heist missions for GTA Online only makes more sense out of what's currently a workable if undesirable matchmaking system.
Franklin
New Grove Street-focused story content
Of the three protagonists in Grand Theft Auto V, Franklin remains my favorite for being so down-to-earth, even-keeled, and clairvoyant. As much as he wants to climb that ladder, he does so with a clean mind and an even cleaner haircut. Franklin allowed me to pour more of myself into the character I was playing than either Michael or Trevor or any combination of the two. Of the three protagonists, I was only ever motivated to try something as brainless as attending an in-game movie screening (accompanied by Trevor).
That sets him up as the avatar most ideal for new, dedicated story content. ItÄ‚Ë€â„Ëd be fine if Michael and Trevor appeared from time to time over the course of a five- to eight-hour campaign of new missions designed around FranklinÄ‚Ë€â„Ës stomping grounds and his hillside hovel, but Lamar and Chop need more time to shine too. One early mission pushing Trevor and Franklin together took Ballers by storm in a recognizable Grove Street locale, but thereÄ‚Ë€â„Ës more work to do on that front.
An entire campaign not unlike the gang wars that wrap up GTA: San Andreas would be welcome extensions of combat gameplay. The firefight leading out of the Grove Street Families old court proves itself one of the best-designed missions by the end of the game. Players are enabled and therefore attack opposing forces with loads of energy and a show of power between the two characters they can switch between. Getting Franklin set up in CJÄ‚Ë€â„Ës old crib could give the player a sense of ownership in the most popular landmass available in GTA Online. Los Santos is clearly an important area in the mind of connected and single-player gamers, but building gameplay on top of that should be key.
Still, extending the ambient gameplay loops that already exist in GTA VÄ‚Ë€â„Ës freeform design could prove difficult in a number of ways:
1) Establishing exactly which faction owns a territory could mean retexturing entire sections of Los Santos and the San Andreas countryside where older games simply moved to a new area in sequels that followed.
2) Filling these areas with bodies, only so players exterminate whole cuts of the populace with wanton abandon could prove exhaustive for last-generation console technology. Leaps made for new-generation PlayStation 4 and Xbox One owners (or the upcoming PC version) will make dynamic combat scenarios look gorgeous, but IÄ‚Ë€â„Ëm concerned with exactly how to construct these missions as successfully as the original release did.
3) How many different gang colors could Los Santos possibly support?
FranklinÄ‚Ë€â„Ës struggle seems to best embody the playerÄ‚Ë€â„Ës own desire for equal parts destruction and progression, so in that way heÄ‚Ë€â„Ëll likely prove the most effective central figure in dedicated narratives following the decision players have to make at the end of GTA VÄ‚Ë€â„Ës campaign. I just hope Rockstar continues to push its third-person shooting mechanics, perhaps represented best in V than in any other game in the franchise, but doing so with Lamar and a commendably heroic Chop will offer more depth than Trevor or Michael.

Amazing to think I am writing this space-intro with my space-fingers in the space-year of 2015. And yes, I'm using the space bar between words. No wait! Don't go, I'm just setting the scene. You see, we're now in the future, whereas this article was originally written at the very beginning of 2014, taking a guess at what delights the then-new year would hold for Xbox One owners. 12 months later, we have the answers. And yes, hindsight is a wonderful thing. That's why pigeons have eyes on the sides of their heads.
Foolishly, I said last year that "You can mark my words, one by one, and I'll sit and read about my impeccable accuracy from my yacht in the Bahamas, in-between driving my Ferrari around the deck-top pool." Well, I'm still in the GamesRadar+ office (although it was plain old GamesRadar last year which just goes to show how unpredictable the world can be), so my 2014 self's words are arguably questionable. Let's see how accurate my Microsoft predictions were...
What I said: "Xbox received a superior port of San Andreas back in the day, GTA 4’s DLC was a timed-exclusive for Xbox 360 and now GTA 5, while clearly brilliant, is starting to fade from the public consciousness. Rockstar has said that GTA Online will continue to be developed, but let’s face it, it's only going to survive on last-gen tech for so long. No, it needs to come to next-gen, Microsoft needs exclusives… I predict XBO will get at least GTA Online announced at E3 this year, and released in time for Christmas."
Right or wrong? Wrong! Arguably, a timed exclusive is exactly what Microsoft should have secured, but as it turned out, both new-gen machines got the game at the same time.
What I said: "Even though Dead Rising 3 carries an 18 certificate, I think it's the launch title most likely to be the first to go free on Xbox Live's Games With Gold service. It's a decent technical showcase, is published by Microsoft (so they should have the rights already), offers mindless zombie-mashing fun and is a big enough franchise name to make people think 'ooh, now that's pretty good for free'. I also suspect Assassin's Creed IV will appear on the service, maybe around the same time."
Right or wrong? Wrong. Games With Gold has improved, but this didn't happen. Crimson Dragon did come to the service... but that wasn't a full-fat, boxed release in the first place.
What I said: "If you plug a Xbox 360 USB arcade stick into Xbox One, hoping to be able to play some Killer Instinct with lovely, lovely micro-switched accuracy, nothing happens. There is such thing as a CronusMAX which allows you to use pretty much any controller on any PC or console, including allowing last-gen fight sticks to be used on an Xbox One. Expect a firmware update to kill off CronusMAX and other solutions asap. USB drives are a prime entry point for hackers, and Microsoft doesn't want to open the door to anyone."
Right or wrong? Right. Kinda. Legacy USB compatibility has not been improved. But CronusMAX still seems to work. 2015 me does think 2014 me was a bit crazy when he wrote this slide, though.
What I said: "I don’t think Microsoft will - or even needs to - reduce the price of XBO just yet. Reports suggest the consoles are keeping relative pace with each other right now and the higher price point for Microsoft’s new console is arguably necessary when you consider the pack-in Kinect peripheral. Obviously there’s no way Microsoft will drop Kinect as a pack-in any time soon. But I do think Microsoft will add centive to buy the machine over a PS4, such as free Gold membership or Netflix subscriptions. And these will be announced at E3."
Right or wrong? Wrong like drinking sellotape. Microsoft did drop Kinect and the price came down too. To below PS4, incredibly. Good job I don't write about games stuff for a living, eh? Oh.
What I said: "The handheld gaming market is all sewn up thanks to Nintendo and smartphones. If smartphone gaming isn't dedicated enough for you, 3DS should be. There’s absolutely no niche left from Microsoft’s point of view in which to force another handheld device. It wouldn’t sell. And Microsoft's already investing in Surface and Windows Phone, which will do everything just fine in terms of second screen functionality. Even though a Windows/Xbox/Phone hybrid has been on the cards for years, I am certain it will not be revealed this year."
Right or wrong? Right! Handhelds are poison unless your company name starts with 'Nintend' and ends in 'o'. So unless Microsoft changes its name to Nintendromino, it's probably not worth exploring this sector.
What I said: "A new Fallout will be great, sure, but I still love the Elder Scrolls universe enough to want to play it again in glorious next-gen shinyvision. However, Microsoft’s Windows-based OS for Xbox One means there is a slim but definite chance that modding could play a part in any conversion. I think XBO Skyrim will be announced at E3 2014 and some sort of modding pack will be available with it. That’s my prediction. And I've got a fully-charged Fus Ro Dah waiting for anyone who says otherwise."
Right or wrong? Wrong. More like 'Fus Ra D'oh'. Even though every game ever made seems to be getting some kind of new-gen remake, Skyrim did not. FOR SHAME.
What I said: "It doesn’t make any sense to have one of the world’s most popular browsers included in the OS of Xbox One and then have its use restricted to only those who have a Gold Xbox Live membership. Everyone has IE on their home PC already, so it’s not like anyone needs to pay for the privilege of experiencing it. I predict the restriction will be lifted within the next six months."
Right or wrong? Right! Xbox Live Gold is still a very useful service to subscribe to, but the free tier now gives you access to a load of stuff it didn't before, including IE. I am so amsrt. And yes, I genuinely did typo 'smart' just then.
What I said: "Major Nelson has already said that Microsoft is listening to what gamers want to see, so expect rollouts throughout the year. The small updates will tweak minor things, but I suspect we'll see a 'New Xbox Experience'-sized dashboard rejig before the year is out--but it probably won't come with much fanfare from Microsoft. Not unless it adds anything significantly more useful than just fixing the original version."
Right or wrong? Wrong! We've seen several updates, but no 'New Xbox Experience'-style redesigns. No, I don't know why not.
What I said: "All signs point to this being a certainty. Developer CVs have hinted at undisclosed next-gen Forza titles, car manufacture leaks of a new licensed Forza game were hastily covered up and suggestions of a new Project Gotham Racing have been met with ‘we don’t need three racing franchises’. Why? Because (apparently) Forza Motorsport and Forza Horizon count as two separate, active Xbox franchises, according to Phil Spencer. Go figure. So I predict we’ll be playing Forza Horizon II by the end of November. It’ll have seamless online integration, more Drivatar shenanigans and a game world rivalling Ubisoft’s The Crew in scale. Get excited."
Right or wrong? Right! Totally on the money. I didn't foresee Sumo Digital making a 360 version, but that's besides the point. I didn't claim to. Chalk one up for the yessirs.
What I said: "Even though Xbox One needs new games and the big-hitters must surely be on their way I don’t think the Gears series is anywhere ready for another installment. Now that Cliff Bleszinski is no longer at the helm, the series needs a rethink, and recent interviews suggest it could go grittier. And bigger in terms of scale."
Right or wrong? Right! The game is happening now that Microsoft owns the rights to the series, but it's still early in development. Exciting to know it's coming, but it's an unknown quantity at the moment.
OK, so I was pretty far off in some instances. But I did manage to get half of them right. So by that logic, I should be able to bet all of my possessions on two separate horses and still come out on top. A plan with no visible flaws.

Rockstar Games decided to give out a free Christmas surprise in Grand Theft Auto V to anyone who signed onto the games online multiplayer mode for the holiday. Unfortunately, most GTA V users were unable to receive their free in-game Christmas gifts since both Xbox Live and the Playstation Network were down for the majority of the day. As a result, Rockstar Support announced on Friday that they have temporarily extended the gift redemption process within GTA V to ensure everyone has a chance to pick up their free items even if they were unable to do so on Christmas Day.
Unfortunately, the online outages of Xbox Live and PSN made it so that many fans were unable to play in the limited snow of GTA V. While the developer decided to extend redemption of the titles Christmas gifts, Rockstar Games did not extend the festive in-game event that blanketed San Andreas in snow. Users have already started a petition to bring back the snow.
